Can you cancel a  one year  contract work on w2 or 1099 with an employer when you find a new job?

Most likely yes. But read the contract. The exact terms should be listed there. If there are no terms in the contract, you are good to go. In that case, I would recommend as a professional courtesy to give them 2 to 4 weeks notice.

W2s and 1099s are a bit different. If you're a W2, you might have some sort of terms in the contract about termination. You might also work in an at-will state, which allows you to resign without reason on the employer. 1099s are full contractors and you should be able to just cut ties no matter what.
